The Judiciary Committee considered SENATE BILL NO. 53 "An Act                                                                   
relating to involuntary civil commitments" and recommended it be                                                                
replaced with                                                                                                                   
                                                                                                                                
          CS FOR SENATE BILL NO. 53(JUD) "An Act                                                                                
          relating to competency to stand trial; relating to                                                                    
          involuntary civil commitments; and relating to                                                                        
          victims' rights during certain civil commitment
